The majority of the Senate has been killed, when the Chancellor perished the Jedi took emergency powers and began to run what was left of the government. They sit fortified on what worlds they have left. They do not have the forces left to wage any offensives, they must use all they have left in an attempt to make their remaining worlds impenetrable.
Their forces are made up of volunteers and recruits from many worlds, and a very small amount of professional soldiers from the beginning of the war. The Republic focuses on supporting underground movements within Megar's empire. They have no shipyards and no arms factories, all new arms must be stolen or built by the underground movements. The main centers of their resistance are located on Dantooine and the underground movement on Coruscant.
